RE: CALIBRATE’s Assessment of CARB’s ZEV Mandate Claims

What is CALIBRATE?
CALIBRATE is a coalition of businesses, consumer advocates, and industry leaders calling for a practical, balanced approach to California’s zero-emission vehicle (ZEV) mandate. By 2026, 35% of new vehicles sold in California must be ZEVs. This sales mandate increases each year, reaching 100% by 2035 under California Air Resources Board rules. CALIBRATE supports California’s clean transportation leadership but recognizes the need to align the state’s EV transition with infrastructure and market realities—not arbitrary government deadlines.

Why This Document?
On March 7, CARB released a “Misinformation vs. Facts” sheet dismissing CALIBRATE’s concerns. Unfortunately, the document cherry-picks data, ignores economic realities, and downplays critical issues with California’s Advanced Clean Cars II (ACC 2) regulation, the state’s aggressive ZEV mandate.
The following information corrects the record with data-driven evidence demonstrating why the state must pause and calibrate the mandate before it’s too late.
